convert subgeographic regions to nc:BiddingZone

From statnett/Talk2PowerSystem#5:

• Bidding zones appear as cim:SubGeographicalRegion in Nordic44. They are named "NO1 SGR" .. NO5 SGR, SE1 SGR .. SE4 SGR, FI1 SGR
• They have parent (relation SubGeographicalRegion.Region) to "NO" (cim:GeographicalRegion: the whole country).
  But is this correct for the SE and FI SubGeographicalRegions???
• @Sveino: "I need to create them as nc:BiddingZones (also known in public as price areas) according to NCP 2.3.2"
• Note: there are also "NO1 SLA" etc (cim:SubLoadArea) with parent link to "NO LA" (cim:LoadArea). Should these also be converted?

This should now be correct. We still have the bidding zone repressted as cim:SubGeographicalRegion and nc:BiddingZone since PSS/E that is the source - and we might need to use the code again. Used cim:SubGeographicalRegion. However, for the LLM we shall use nc:BiddingZone

I don't understand this

If we would like to use the project that generated 365 (days) x 24 (hours) file for 2016 again we need to include the BiddingZone information in the cim:SubGeographicalRegion. Not that important - it just looks like the same information is twice.
