Constructor visibility of AbstractMarkerFilePresentFileListFilter implementations?

The scope visibility of constructors of all current AbstractMarkerFilePresentFileListFilter implementations is default.

Is this a bug or is there another way to use these filters?

Bugs, my IDE must have had that set as the default when I created them.
