Move build process to Github Actions

The release process is already on Github Actions ("Maven Central Staging" workflow). This issue is about the build process. The goal is to create a workflow to:

• build/test the project
• deploy artifacts to artifactory
• deploy the reference documentation and javadaocs to the documentation server
• deploy XSDs to the schemas server
• publish sonar results
