Limit concurrent Ci/CD runs

I merged two approved PRs in a row. This resulted in the 2nd Ci/CD run failing, because it was not able to recreate the canary release.

IMO this could be solved by limiting concurrent CI/CD runs. 

Moving to stable, versioned releases, should also solve this issue.
