RAD or the RAD #766

Most of the documentation uses "RAD" (here are a few examples: https://rad.readthedocs.io/en/latest/creating.html#creating-a-new-schema) and does not prefix it with "the" (unless referring to a RAD resource like "the RAD schemas").

However the first sentence in the docs includes:

The Roman Attribute Dictionary (RAD) is a package which defines schemas for the Nancy Grace Roman Space Telescope files.

Also the romancal docs contain:

defined in a YAML Schema that is installed with roman_datamodels from the RAD (Roman Attribute Dictionary).

I suggest that we update the uses that prefix RAD with "the" and standardize on that form since we pronounce RAD like it's groovy man instead of "arr-aye-dee" so RAD is an acronym and not an initialism: https://editorsmanual.com/articles/definite-article-the-with-acronyms-abbreviations/
