Update Components to v4 Format #3635

Describe the Issue (screenshots encouraged!)
As discussed in the following article and documentation page, we will be updating all components to a new format as part of the Next (aka v4) release.
We've currently port the initial versions of the Accordion and Avatar components, but will need to proceed with all components. This issue will track the progress for each additional component, including any new components we introduce as we go.
For specific component issues, make sure to report them in their dedicated issue.
Note to Contributors
Please consult with the Skeleton team before taking on any of these tasks, as we're are coordinating the ownership of each component issue issue individually.
