Introduce an in-protocol mechanism to determine gas limit to use for validator registrations #747
Description
Currently, all nodes in a committee must agree on the validator registration to sign. If they don't, it fails.
The default value is adjusted frequently recently, and always requires a coordinated change of the default value, and simultaneous switch to that value. This is cumbersome and error prone.
IMO, Nodes should agree on some value and use that to sign the validator registration.
