Re-organize tests into module sub-folders

A continuation of #94 in response to #49. Tests should be moved to the corresponding module subfolder. Hitch is tox discovery, which currently only looks to ./tests/*py. Steps are:

• Move tests to appropriate subfolders
• Modify tox framework to find all tests
• Verify proper CI behavior.

Anything else?
