Bumps the Scaleway SDK Go dependency (and an indirect YAML v4 dependency), and adds a Makefile helper to automate updating the SDK version.

Changes:

• Update github.com/scaleway/scaleway-sdk-go to a newer pseudo-version.
• Update go.yaml.in/yaml/v4 from v4.0.0-rc.3 to v4.0.0-rc.4 (indirect).
• Add make bump-sdk target to refresh the SDK dependency and run go mod tidy.
