Display only possible types in instance server-type list

1. Get user quotas (cc account-api)
2. Filter server-types and display only those for which the user has quotas.
3. We display it as long as the quota is >1 or -1

Quotas will use JWT that prevents it from being used in the CLI easily. We will include a hardcoded filter that removes EOL instances.
