Update Sonatype snapshot repository to new Central Portal

Issue

Recent Sonatype Cetral snapshot URL is not yet supported.
Sonatype OSSRH URLs are deprecated since 30-Jun-2025 and will be decommissioned in future.

Solution

sonatype-snapshots.xml: Add Sonatype Central snapshots repo

I would like to change a PR title to be more descriptive about what is change.
PR title will be published in release notes so should be clear to other users ...

Maybe like: Update Sonatype snapshot repository to new Central Portal

Also such change is a little break compatibility ... so I think about bump a major version to 4.x - what do you think?
