Experimental OpenAPI description should be documented somewhere

An official (albeit experimental) OpenAPI description ("spec") for the crates.io API was introduced this year (see #741 (comment) and the announcement blog post), but there is no link to it anywhere in crates.io's docs / help pages. It would probably be good if there was.
