Support sccache on windows

First of all - wanted to say thank you for runs-on, its truly a fantastic project.

I've recently tried to enable sccache on for our windows builds, and it did seem to work and improve performance, and I was wondering why is it disabled by default and if you would accept a PR enabling it?

Trying things here - spiraldb#1, currently running into some rust stuff but I'm sure I'll figure it out soon
