Help us migrate to GitHub Actions

Hey all,
We're looking into some support migrating this repo from CircleCI to GitHub Actions.

The CircleCI job is quite simple:
https://github.com/react-native-community/docker-android/blob/main/.circleci/config.yml
and we should be moving it to GHA.

I can provide some support if someone wants to attempt this task 👍
