Update to CCCL v3.0.2

Description

Follow-up to #876. Before merging, ensure that NVIDIA/cccl#5330 is merged and tagged in v3.0.2.

The v3.0.2 tag is now available. There are no material changes -- just one additional commit with some backported devcontainers and no other code changes. This should be good for us to adopt in RAPIDS 25.08.
