exec -m winpeas.exe -d notepad.exe fails on Win 10x64 #20434

I was looking over #20208 when we realized we could just inject the WinPEASS exe into memory by using Meterpreter and the exec -m command.
Unfortunately, it does not seem to work. Depending on the age of the OS, I get either the Windows OS err The parameter is incorrect or the whole session crashes.
