Release new 4-0-stable gem

Hey sorry, I don't have gem push access for sass-rails.

The main thing I want to get out is support for Sprockets 2.12.x #274.

See v4.0.4...4-0-stable for a full list of changes. Though, they mostly add tests and tweak non-lib files.

I'm not sure if this should be a 4.0.5 or 4.1.0?
