Correct javadoc and add javadoc for service config

It will probably be a big build for a docs-only change, but I wanted to get this in rather than letting it languish on my machine.

I wonder if serviceConfig should be named something else, like identifyingConfig or uniquenessIdentifier or reuseControl (or rather, if the original method should be deprecated and a better-named one added), but that's a bigger change and I'm not 100% sure of the best name.
