Test mode dtypes in the ToDtype tests

To `ToDtype` tests added in https://github.com/pytorch/vision/pull/7759 are limited to float32, float64 and uint8.

We support more conversion dtypes though, and we should make sure these code-paths are properly covered in the tests.
