✨[Feature] Reduce the host dependencies based sessions from nox

There are multiple host dependency based sessions in nox.
Refactor the code to use environment variable and reduced the nox sessions.

Switched to USE_HOST_DEPS based switching of sessions.

Describe alternatives you've considered

Currently, separate sessions are being used.
