These are trivial changes that can wait until after 3.13.0 is released; no need for these to go in during the release-candidate phase.

FWIW for minor docs cleanup I tend to just go ahead and merge.

Yeah, let's get this in now, no point in waiting. The only user-visible difference is an exception message in Py_DEBUG mode, which is very reasonable.
