Add tags to pull request based on codeowners

Today, Python uses "codeowners" features to notify the team that owns the part of the code where there is a new PR, but there seems to be no way for non-core developers (or, more generally, people who are not in the "team") to filter pull requests by component.

My personal need to have a filter for emails to review for python/email team, but I am not a part of it. I am not sure if there is enough data for this bot to do that, but if the PR metadata has this codeowners information, we could use a team->tag map of some sort.

Would this be something you'd be willing to add? If yes, I could possible contribute code/help someone else to do that.

You seem to be looking for a push notification system, but I believe someone posted to discuss.python.org a link to a tool that crawled the opened PRs that let you filter by what files were being touched (@csabella might remember the exact location of the tool).

Well, being able to filter in UI would be better than having to manage a set of notifications (via email or other).

@CuriousLearner added a UI to my static file during the PyCon sprints. There is still work being done to find a permanent home for this page and it's still being developed (@matrixise has a version using GraphQL), but here's a site that is usable for now: http://mymaytemp.pythonanywhere.com/

For now I think it would be better to send a PR to add yourself to .github/CODEOWNERS and have @warsaw accept it.
