Updated xz to 5.8.0 in macOS and Linux wheels, but not on manylinux2014 #8836

I checked with xz about manylinux2014, and they are comfortable with the failure - tukaani-project/xz#170 So I think manylinux2014 can just continue on with the older xz version. |

There was a Makefile error when I tried this on manylinux2014, so I've skipped that.
