#8183 changed AppVeyor to stop using Visual Studio 2017, and start using Visual Studio 2019. https://www.appveyor.com/docs/windows-images-software/ shows that this also means we are using Windows Server 2019 for that job.
I also found that our Docker jobs are now testing more recent Python versions.
