Fixes #5051 for the future.
Adding the VS version to the cache key should automatically clear the cache when there is an update. This might ignore compatible cache entries (when VS is updated but VC isn't), but that is better than the opposite (using incompatible cache entries). A cache delay would also be mitigated by adding a weekly cron trigger as mentioned in #5028 (comment).
