Remove PyPy 3.9 from images on 2024-11-01

PyPy 3.9 will be removed from the images on 2024-11-01.

PyPy only supports 3.10 (& 2.7 but out of scope here)

It will still be installable using:
manylinux-interpreters ensure pp39-pypy39_pp73
