Update PDK versdion

## Use Case
Customer wanting to test Puppet 8 code using CD4PE need PDK version 3 to do it. The current release of puppet-dev-tools used PDK 2.  

## Describe the Solution You Would Like
Rebuild puppet-dev-tools with PDK 3.

## Describe Alternatives You've Considered
Custom building a Docker container for each customer.
