Ci fails in non-bump scenarios

### Description

Due to a [recent change in commitizen](https://github.com/commitizen-tools/commitizen/commit/dac6de03fe30cb4d76a5504b481c7beef881031f), the version bump step will now fail when no version bump is detected. 

**Expected behavior:**

The bump ci should exit silently when no version bump is detected.

**Actual behavior:**

CI failure.
