parse server push only sent to part of the audience

I have an audience of around 4000 devices, when I used to send through parse.com.

I just switched the parse server, when I try to send out push, it only deliveres to about 750 devices. Does it has to do with the fact that parse server push not having a job queue function and thus does not support high throughput?

any solution is appreciated!
