Fixes the Issues:

Adds an acl to explicitly grant 'root' rights to modify the ldap database, otherwise

ldapmodify -Y EXTERNAL -H ldapi:/// -f <FILE>

fails.

I've built and uploaded the image to dockerhub: oliadev/openldap:1.3.0
