"<wayId> is unreachable" warning wrong with oneway=-1 despite clear reachability

How to reproduce the issue?

I am editing Way 237964438 to break out a central section to reverse its direction so I can add a non-negative incline.

Before:

Editing - note the internal direction is now pointing to the west:

However, this generates a warning:

I'm pretty sure this is incorrect. You can see from the one-way arrows (traffic direction, not internal direction), that travel is possible.

I will leave this unedited for now so others can verify this.

Can confirm the bug. It probably resulted from the refactoring in 4747ae2 (previously the code only took oneway=yes into account and ignored oneway=-1)
