That's a really good question. In the OCI specs, we require a 2/3 quorum. However that's described by the governance doc which is included in each spec from the template, and this project doesn't include that since it predates it: https://github.com/opencontainers/project-template/blob/main/GOVERNANCE.md

There's also a dangling reference in there to a motion to release that would allow 3 approvals with no rejects that can be used in projects that are not specs (which covers go-digest).

It may be easier to go the housekeeping route and reach out to @vbatts directly to see if he still wants to be a maintainer here, since he stepped back from other parts of OCI.

Yeah, I pretty much doubt there would be objections, and enough trust among folks involved here to know we don't do bad things, but also don't want to just skip the rules 😅
