POC PR for adding separate numcodecs compatible codecs for turbo-pfor algorithm.
The basic functionality lives in python/omfiles/omfiles_numcodecs.py. While it basically works (we are able to read and write a zarr file with the specified codec), there for sure is significant room for improvement and the code needs some cleaning!
Tests are failing currently because recent zarr3.0 does not support older python versions.
