Framerate Option Greyed Out - Speedup Glitch #4175

Describe the Bug
I've only encountered this issue for Jak 1, so I'm not sure if it affects the other games.
But if you have a high refresh rate monitor, you can change the framerate to be higher than 60. In my case, I'm playing on Steam Deck OLED with a 90hz built in monitor.
If you then switch to a 60hz monitor, the option will be greyed out, and the game will be sped up faster than normal.
I assume the game still thinks it should be running at 90fps, and is sped up because of that. But since the option is greyed out, I can't change it back on this monitor. I would have to use the 90hz screen to change it back to 60fps.
Hopefully this can be worked out, as it's inconvenient to have to remember to change the framerate back before switching to an external monitor. Thanks so much for this project! :)
How To Reproduce
Change the framerate to a higher value than 60 when using a high refresh rate monitor. Then switch to a 60hz monitor.
Does this problem occur on original hardware or PCSX2?
Yes, it's unique to OpenGOAL
Expected Behavior
When switching to a 60hz monitor after using a high refresh rate monitor, the game should set the framerate setting back to 60 internally. Or leave the framerate option not greyed out so the user can set it manually.
