Multi Instance: Refactor: API Accept winid

Many API families such as `api.marks` operate globally.

Add options to all API that are window specific to take a `winid`.

```
      • {winid}          (number)         apply to the specified winid, otherwise first currently visible
```

This will be functional, however the fallback will be current behaviour.

A wrapper similar to node may be the solution.
