[DOC]: Document building a pipeline via the Python API

Describe the future/missing documentation

There appears to be a gap in our documentation in that we don't directly cover building pipelines with the Python API. We have basics/building_a_pipeline.md however it is focused on doing so with the CLI.

This should be expanded (or a new doc file) to cover the following:

1. Configuring Morpheus logging (Grafana log monitoring and error alerting example #1463 contains some logging language that should be moved to this section).
2. Documenting the Config, CppConfig and PipelineModes
3. Building pipelines
4. Troubleshooting - monitor/trigger stages
