the arguments for the anaconda copy subcommand are pretty confusing. I think we'll need to do some manual testing to find the right combination, because the help reads like you need to write:

anaconda -t *** copy numba/llvmlite/0.46.0rc1/llvmlite-0.46.0rc1-py313ha41a7fa_0 --from-label dev --to-label main

And I think you don't need the --to-owner flag since the token is attached to the numba organization.
