Description
- OS: Windows 10
- Node v10
- npm v6
Reproduction Steps

Clone https://github.com/laggingreflex/npm-lifecycle-windows-path-issue on Windows 10 with Node v10/npm6

Run
npm test
Expected behavior:
Should output "If this shows, it worked!"
Actual behavior
Results in error "'test' is not recognized as an internal or external command,"
