Nominating Xuguang Mei (@meixg) for Collaborator

Hey, I'd like to nominate Xuguang Mei (@meixg) to be a collaborator. They have been making significant contributions to the project in various areas and already been running CI and landing stuff as a triager. Being a collaborator would enable them to further contribute to the project.

Oops, sorry about forgetting to notify in the thread - we have an onboarding call scheduled this Saturday.
