Create the empty npm folder in Roaming\Appdata so that
non-Administrator users have a place to store global packages.
This fixes the error Error: ENOENT, stat error that occurs
when a user tries to run the npm install command.

Doesn't it make more sense to add the ComponentRef for the appdata folder to the npm feature instead of the NodeRuntime feature?

Yeah it does make more sense to put it under the npm feature element. I'll move it there and get you a new fix.

Better still you can install a older version of nodeJS. That works. there is a bug with version 32
