GEP: Review HTTP Cookie Match GEP

• Review GEP-2891: HTTP Cookie Match kubernetes-sigs/gateway-api#2926
• Determine if NGF can support proposed API
• Contribute to the conversation as to NGF's stance on the API
• Review summary with the team.

We should be able to route based on the Cookie header by looking at the incoming headers in our njs script.
