Support APIKey authentication - Implementation

• Create a Policy for API Key Auth
  • The policy should work for virtualserver and virtualserver routes
  • The policy should be implemented in NJS
  • The APIKey should be hashed
  • The policy should support multiple apikeys
  • Should support multiple headers/queries
