Add script to check ruleset version coverage

• Add script to check for unsupported ktlint rulesets published to Maven
• Add aliases for 1.0.0, 1.1.0, 1.4.0
• Hopefully we can automate PRs for this as well as a next step.
• Rename the IDE release check to be more specific.

Great idea to add a script that validates whether we are in sync with Ktlint. The script needs more documentation in my opinion.
