`ogma-cli`: Add dockerfile with complete workflow for cFS backend

Description

Ogma doesn't currently generate a Dockerfile with the cFS applications. That makes it harder for users to know how to use the generated applications.

Running the cfs command with the default template should produce a Dockerfile that can be used to compile the application.

Running the cfs command with the default template should produce a Dockerfile that can be used to compile the application.

Proposed solution

Add a Dockerfile to the list of files produced with the default cFS template.

Modify documentation, CI jobs as needed to account for the existence of the new file.
