Investigate if we need to filter out erroneous time stamps from the data

We have zero or negative timestamps in terms of data, especially in RPT and PASSS Report files at the beginning of the mission. It causes incorrect time span metadata reported. Ask scientists if we should filter out such data. If yes, update the Readers

Surprisingly, I don't see negative values in PRT files anymore.
I only could find 2 rows with negative time for MAG1A_C/D_04.pass:
