WV-3203, WV-3650, WV-3768: Update TEMPO configs and add O3 Profile

Description

Fixes #WV-3203, WV-3650, WV-3768 .

• Add 4 TEMPO L2 and L3 Ozone Profile Total Column and Tropospheric Column layers
• Update layer descriptions for the rest of the TEMPO layers and add NRT to some of them

How To Test

1. git checkout WV-3203_WV-3650-WV-3768.tempo_configs
2. npm run build && npm run watch
3. Open with these URL parameters
4. ...
5. Verify expected result
