Description

• Adds a test to validate that a --filedeployment operation does not result in No operation was performed with the options supplied. being output.
• Changes the Files and Network deployment section to record a successful file deployment as a valid operation.

Motivation and Context

• Fixes Using --filedeployment as the sole argument still results in No operation was performed with the options supplied. Home#1603
