Add support for 32MB and 64Mb flashing and Esp32-P4 support

Description

Although change had been done to produce a 32MB partition table, nanoff hadn't been updated to support it

Also opportunity to add support for ESP32_P4 which is in development.
64MB flash and different bootloader address.

Motivation and Context

• Fixes Add support for ESP32 with 32MB flash Home#1343

How Has This Been Tested?

Locally on 16MB S3 but forcing to 32MB
