arithmetic coding does not work

Using -arithmetic option in cjpeg produces incorrect "Requested feature was omitted at compile time" error.
The underlying problem is likely incompatibility between arithmetic coding and trellis quantization and scan optimization.
Using the -revert option before -arithmetic does not produce the error.

BTW: ./configure --without-arith-enc --without-arith-dec won't work now because of undefined symbols (arith trellis needs to be conditional?)
