I don't know if it's more architecturally correct to say "Add User Group to User", but even if it is, I would argue that the labeling in the manager should read:

Add User to User Group

or

Add User to Group

This message is visible on the button under the Access Permissions tab when you update a user.

Everything enters the brain through language, so I think it's really important that the messaging inside the manager be really clear to help folks understand how to interact with it, BUT, if the users can't handle the truth, then give users a model that's easy to conceptualize. Know what I mean? Mentally, it's easier to envision adding a user to a group, whereas the other way around requires some seriously deep thinking.
